Barry Halper

Mr. Halper created Halper & Associates, LLC upon his retirement from Air Products and Chemicals, Inc. after 33 years of service to the company. The objective of Halper & Associates is to provide companies interested in or involved with Government Contracting with strategies and solutions to effectively engage in contracting with Federal and state governments.

From 1983 to 2010 Mr. Halper worked in Air Products’ Government Contracting department. In that capacity he developed broad and in-depth levels of experience with a variety of government agencies, including the U.S. Departments of Energy, Defense, Commerce and Transportation. He was involved with projects ranging from $100,000 to $450 million, and cultivated close working/personal relationships with numerous federal government program, policy and procurement personnel. His specific duties included developing strategies for marketing to the Government, identifying Federal and State funding opportunities, costing proposed projects, defining terms and conditions, determining patent rights, negotiating contracts and overseeing contract cost and schedule control. Mr. Halper was significantly involved in the protection of company intellectual property and assisted in securing patent rights to inventions developed under Government-funded research and development projects. He helped build consortia of industry, research institutions and universities that together represented a winning combination for the development of new technology meeting national and state needs. As a result of this work, Mr. Halper possesses a comprehensive knowledge of the government contracting process built on the Federal Acquisition Regulations (FAR), Financial Assistance Regulations, and the specific reporting requirements of the American Recovery and Reinvestment Act (ARRA).

Earlier in his career at Air Products, Mr. Halper was a Senior Development Engineer, devising new applications for industrial gases, primarily nitrogen and oxygen. While conducting research demonstration projects at customer facilities to develop processes and equipment, he received two patents in the field of process cooling. He also developed sales and marketing strategies for the new applications. He holds a BS in Chemical Engineering from Drexel University.
